Training Lead

Pan African Health Informatics Association (HELINA)

Curriculum and Content Development

  • Conduct a training needs assessment for the designated MoH cohort prior to programme design.
  • Design a structured training programme covering areas such as health data interoperability standards, ITB utilization, FHIR concepts, IHE profiles, and community of practice engagement.
  • In liaison with lead SIL Engineer,develop training materials including facilitator guides, participant handouts, slide decks, and reference manuals.
  • Apply recognized instructional design frameworks (e.g., ADDIE, Bloom’s Taxonomy) to ensure training content is outcome-focused and learner-centred.
  • Ensure technical accuracy of all content in collaboration with the SIL Lead Engineer and FHIR IG Author.

Training Delivery

  • Coordinate structured face-to-face and/or virtual training sessions to the designated capacity-building cohort.
  • Facilitate a train-the-trainers programme enabling trained MoH staff to cascade competencies to the wider health workforce.
  • Coordinate a stakeholder capacity-building forum for a broader audience including government officials, technology developers, and health system partners.
  • Facilitate adaptation of delivery methods and pacing to the learning needs and technical backgrounds of participants.

Monitoring, Evaluation, and Knowledge Management

  • Design and administer pre- and post-training assessments to measure learning outcomes.
  • Compile training reports documenting participation, assessment results, and recommendations for follow-on capacity building.
  • Maintain a repository of training materials and documentation for ongoing use by the MoH after programme completion.

Coordination and Collaboration

  • Work closely with the Project Manager to schedule training activities within the overall implementation plan.
  • Coordinate with MoH counterparts to identify training participants, secure venues, and facilitate logistics for in-country sessions.

  Reporting Responsibilities

  • The Training Lead will produce training-focused reports at each stage of the capacity-building programme, covering the training needs assessment, programme design, post-session delivery outcomes, train-the-trainers completion, and a final consolidated training report at close of engagement. 
  • Post-session reports will be submitted within five working days of each training activity to enable timely programme monitoring. Detailed report formats, content requirements, and submission timelines are specified in the project work plan

   Educational Qualifications

  • Bachelor’s degree in Education, Instructional Design, Public Health, Health Informatics, or a related field; a Master’s degree is an added advantage.

   Professional Qualifications and Experience

  • Minimum of five (5) years of professional experience designing and delivering technical training or capacity-building programmes, preferably in digital health, health informatics, or a related technical sector.
  • Demonstrated application of recognized instructional design frameworks (e.g., ADDIE, Bloom’s Taxonomy) in developing curricula, facilitator guides, and learning materials.
  • Experience conducting training needs assessments and designing pre- and post-training evaluations to measure learning outcomes.
  • Proven facilitation experience with mixed audiences, including government and Ministry of Health technical staff, and experience running train-the-trainer programmes.
  • Working knowledge of health data interoperability concepts (e.g., FHIR, health information exchange, Interoperability Test Beds) sufficient to contextualize training content, gained through direct exposure or close collaboration with technical teams.
  • Certification in training or instructional design (e.g., Training of Trainers, ATD) is an advantage; experience on donor-funded programmes in Africa is desirable.

Location 

The position is based in Africa, with flexibility for travel across the continent and  internationally.
