Project Planning and Coordination
- Develop and maintain a detailed project work plan covering all SIL pillars, with clear timelines, milestones, deliverables, and assigned responsibilities.
- Coordinate the activities of the SIL Lead Engineer, Assistant Engineer, FHIR IG Author, Training Lead, and MoH counterparts to ensure integrated and timely delivery.
- Identify project risks, develop mitigation plans, and escalate critical issues to HELINA leadership as appropriate.
- Facilitate regular project team meetings and ensure action items are tracked and resolved.
Stakeholder Management
- Serve as a point of contact between HELINA and the host Ministry of Health, managing day-to-day communications and relationship management.
- Maintain an active stakeholder register and ensure engagement with key stakeholders including MoH officials, technical counterparts, donor representatives, and regional partners.
- Represent HELINA in project-related meetings, workshops, and stakeholder forums as required.
- Coordinate MoH inputs and approvals required for timely project progression.
Donor Reporting and Compliance
- Prepare high-quality progress reports for donor reporting in accordance with agreed reporting templates and timelines.
- Maintain accurate records of project activities, financial expenditures, and deliverable completion against approved budgets and work plans..
- Monitor scope adherence and flag any proposed changes to the scope of work for formal review and approval.
Community of Practice and Teaming
- Coordinate the establishment of the Community of Practice (CoP) for digital health interoperability in close collaboration with the MoH and HELINA’s community and communications leads.
Monitoring and Evaluation
- Define and monitor project indicators aligned with SIL programme outcomes.
- Compile end-of-engagement programme reports summarizing achievements, lessons learned, and recommendations for scale-up or sustainability.
Reporting Responsibilities
- The Project Manager holds a key responsibility for programme-level reporting across the SIL initiative in accordance with agreed schedules.
- The Project Manager consolidates inputs from all team members into unified programme reports and is responsible for maintaining accurate programme records throughout the engagement. Detailed report templates, submission timelines, and donor-specific requirements are specified in the project work plan.
Educational Qualifications
- Bachelor’s degree in Project Management, Public Health, International Development, Health Informatics, Business Administration, or a related field; a Master’s degree is an added advantage.
Professional Qualifications and Experience
- Minimum of seven (7) years of experience managing complex, donor-funded programmes, ideally within digital health, health systems strengthening, or ICT-for-development.
- Professional project management certification such as PMP, PRINCE2, or an equivalent recognized credential is required or strongly preferred.
- Demonstrated experience managing multidisciplinary technical teams and coordinating with Ministries of Health, donors, and regional or international partners.
- Strong track record in donor reporting, compliance, budget and financial tracking, and risk management for institutional or government-facing programmes.
- Experience establishing or supporting Communities of Practice and stakeholder engagement structures is an advantage.
- Familiarity with digital health and interoperability programming (e.g., FHIR, OpenHIE, national digital health strategies) is highly desirable.
Location
The position is based in Africa, with flexibility for travel across the continent and internationally.
