Tooling and Infrastructure

• Lead the technical assessment of the host Ministry of Health’s existing infrastructure and readiness for ITB deployment.
• Oversee the configuration, deployment, and validation of the Interoperability Test Bed within the MoH server environment.
• Provide technical guidance on the adoption and utilization of reference architectures and implementation guides including those aligned with Open Health Stack, OpenHIE, and IHE profiles.
• Ensure the tooling environment meets required specifications for performance, security, scalability, and data compliance.
• Review and validate FHIR Implementation Guides (IGs) developed for the country context in collaboration with the FHIR IG Author.

Testing and Quality Assurance

• Design and oversee the execution of end-to-end interoperability use cases through the ITB, including test planning, scenario design, execution, and documentation of results.
• Develop conformance testing protocols and ensure documented testing and conformance reports are produced for each validated use case.
• Troubleshoot and resolve technical issues arising during ITB setup, configuration, and testing phases.

Knowledge Transfer and Capacity Building

• Work closely with the Training Lead to ensure technical content for capacity-building activities is accurate, contextually relevant, and at an appropriate depth for MoH technical staff.
• Document all engineering decisions, configurations, and technical processes to support long-term knowledge transfer and sustainability.
• Mentor and provide technical support to the IT administrators and developers.

 Reporting Responsibilities

• Produce and submit the required technical reports at each stage of the implementation lifecycle. All reports must be submitted to the Digital Health Technical Manager and shared with the Project Manager for integration into donor and programme reporting.
• Monthly Progress Updates: Brief written updates submitted to the Project Manager at the end of each calendar month, covering activities completed, upcoming activities, risks, and any support needed.

Educational Qualifications

• Bachelor’s degree in Computer Science, Software/Systems Engineering, Health Informatics, Information Systems, or a closely related technical field; a Master’s degree in a relevant discipline is an added advantage.

Professional Qualifications and Experience

• Minimum of seven (7) years of professional experience in health information systems, software development, or digital health interoperability, including demonstrable hands-on work with HL7 FHIR, OpenHIE architecture, and IHE profiles.
• Proven experience configuring, deploying, and validating Interoperability Test Beds or similar conformance-testing platforms (e.g., Gazelle, Touchstone, Inferno) within a live health system environment.
• Working knowledge of Open Health Stack and reference digital health architectures used in health system implementations across low- and middle-income countries.
• Experience assessing IT infrastructure readiness and applying data security, privacy, and compliance standards within government or health-sector environments.
• Demonstrated experience mentoring technical teams and producing technical documentation for donor-funded or government digital health programmes; prior experience working with Ministries of Health in Africa is highly desirable.
• HL7 FHIR certification (e.g., the HL7 FHIR Foundational Implementer or Proficiency Exam) or an equivalent recognized credential is an added advantage.

Location 

The position is based in Africa, with flexibility for travel across the continent and  internationally.
