Engineering Support

• Assist the SIL Lead Engineer in the setup, configuration, and validation of the Interoperability Test Bed (ITB) within the MoH infrastructure.
• Support the technical assessment of existing health information systems and their readiness for FHIR-based interoperability.
• Perform system integration, API testing, and troubleshooting tasks as directed.
• Maintain technical logs, configuration documentation, and issue trackers throughout the implementation lifecycle.

 FHIR Implementation Guide Authoring

• Lead the development of country-specific FHIR Implementation Guides, including profiles, extensions, value sets, code systems, and capability statements.
• Collaborate with the respective subject matter experts to ensure IGs accurately reflect national health data workflows and terminologies.
• Validate IGs through the ITB and document conformance testing outcomes for each IG version.
• Maintain version-controlled IG repositories and ensure documentation is accessible and understandable for the respective technical teams.

Standards and Technical Collaboration

• Participate in technical working groups and communities of practice related to FHIR and health data interoperability.
• Contribute technical inputs to SIL training materials and documentation as needed.

Reporting Responsibilities

• The SIL Assistant Engineer and FHIR IG Author will produce technical reports and documentation at key milestones, including IG development progress notes, ITB integration test reports, and a final handover package. 
• Regular engineering support logs will be submitted to the SIL Lead Engineer to support ongoing technical oversight and programme reporting. Detailed report types, formats, and submission schedules are specified in the project work plan

Educational Qualifications

• Bachelor’s degree in Computer Science, Software Engineering, Health Informatics, Information Systems, or a related field.

Professional Qualifications and Experience

• Minimum of three to five (3-5) years of professional experience in software/systems engineering, with demonstrable experience authoring FHIR Implementation Guides (profiles, extensions, value sets, code systems, and capability statements) using tools such as FHIR Shorthand (FSH)/SUSHI, Forge, or Simplifier.
• Practical experience with system integration, RESTful API development and testing, and troubleshooting within health information exchange environments.
• Familiarity with OpenHIE architecture, IHE profiles, and relevant health data terminologies and standards (e.g., ICD-10/11, SNOMED CT, LOINC).
• Experience maintaining version-controlled technical repositories (e.g., Git/GitHub) and producing clear technical documentation for varied technical and non-technical audiences.
• HL7 FHIR certification or equivalent training is an advantage; prior exposure to national or regional digital health interoperability initiatives in Africa is desirable.

Location 

The position is based in Africa, with flexibility for travel across the continent and  internationally.
