Sosthenes E. Bagumhe
Mr. Sosthenes Bagumhe is a Human-centered design expert with over 16 years’ experience in Information Systems, project management and implementation. Mr Bagumhe is General Secretary of the Pan African Health Informatics Association (HELINA) and President of Tanzania Health Informatics Association (TAHIA). HELINA is overseeing more than 12 African Countries in championing health informatics in the region especially in adoption of Data Governance principles, model law, and international standards of digital health exchange such as FHIR as well as WHO smart guidelines to fit local context. Working with the Ministry of Health for over 16 years, he has contributed to developing and deploying state-of-the-art ICT systems at national levels such as Tanzania Health Information Exchange. Currently Sosthenes is leading the Implementation of Telemedicine services whereby we have successfully rolled out to 17 RRH which acts as spokes and 7 hubs. He is also experienced with the implementation of National Health Client Registry (NHCR) which will be integrated with Health Information Mediator as component of Tanzania HIE, which has integrated nine legacy systems including DHIS2, eLMIS, Health Facility Registry, and Specialized Hospital’s Systems. Also, Sosthenes has lead the adoption of artificial intelligence in the health sector whereby we have accomplished developing policy guideline of Artificial intelligence in the health sector. Mr. Bagumhe as the president of TAHIA he has supervised the first training of FHIR standards and WHO Smart Guideline to the Tanzania Government staffs which strengthened knowledge and skills of seamless exchange of data using international standards. Parallel to that he has coordinated the convergence workshop which brought together DPs, IPs, Government, Academia and Private sector by creating a shared vision and shared implementation plan to reduce duplication of efforts and Resources through enhancing the value of Resources.
