Digital Health Applied Learning Program (DHALP)
DHALP is an innovative workforce capacity development program designed to enhance the leadership and technical skills of health professionals to drive impactful digital health transformation. The program offers a well-rounded curriculum that includes technical training, leadership development, mentorship, and applied learning projects. Participants engage in real-world problem-solving, cross-country collaboration, and peer learning to address systemic challenges in health systems.
DHALP equips digital health leaders with the tools and knowledge to design and implement scalable, interoperable solutions that align with national health priorities. By focusing on leadership development and fostering innovation, DHALP supports the creation of stronger governance systems, improved interoperability, and the effective use of digital technologies to deliver equitable and quality healthcare. The program also establishes a global network of practitioners committed to advancing digital health transformation, making it a critical enabler of UHC by improving access, efficiency, and outcomes in healthcare systems.

Standards and Interoperability Lab (SIL)
The SIL is a groundbreaking initiative aimed at establishing a framework for data interoperability across Africa's health systems. SIL supports the development, adoption, and testing of healthcare data standards to enhance healthcare delivery and public health surveillance. Through partnerships with Africa CDC, Rwanda Heath Informatica Alliance, and Health Tech Hub Africa, and operating in key countries like Rwanda, SIL ensures seamless data exchange and strengthens local capacity for scalable, interoperable health solutions
By enabling systems to communicate and share data effectively, SIL reduces fragmentation in health services, ensuring individuals receive the right care at the right time, regardless of location. The lab also provides a platform for standardisation and certification, which enhances confidence in digital health solutions, encourages the scaling up of standards-compliant initiatives, and creates a level playing field for local innovators to enter and compete in the market. This builds trust among users, implementers, and governments, driving the adoption of robust digital health solutions that serve as key enablers of UHC. By creating a shared framework, SIL supports the development of scalable, interoperable health systems that improve service delivery, resource allocation, and accountability—critical components in achieving equitable and accessible healthcare for all.

Africa eHealth Leaders Forum
eHealth leaders are important members of a country’s health Ministry and are collectively responsible for establishment of an enabling environment to support development, growth and optimal functioning of digital health which is globally recognized as a key foundational building block of a Country’s health System.
HELINA in collaboration with OpenHIE provides a platform to meet, engage and share best practices on how to more effectively contribute to the achievement of their country’s health priorities through digital health.
